I'd mandate masks indoors, and in public outdoor gathering places.
In other words - if you're at an outdoor religious service or concert, or sitting on a park bench where there's room for someone else to sit, or any other type of situation where social distancing is not practical - then you have to wear a mask.
For instance - line dancing in the squares. The fact that they're not line dancing to live music anymore, doesn't mean they're suddenly immune to the virus.
School bleachers, while outdoors, still can't reasonably be restricted by six-foot barriers front, back, and to either side of everyone sitting there. As soon as someone wants to get up to visit the bathroom or buy a hotdog, the protocol is breached. So - masks.
Masks in school, at recess. Yes it's hot outside. So have plenty of cold water and salt tablets available for the kids, and a shady spot for anyone who appears to be getting overheated.
Masks in line for outdoor seating at restaurants. In fact - outdoor seating should require that you're either eating, waiting to be served, or waiting for someone to present the bill so you can pay and leave. No one should be loitering for an hour after dinner there. That way you can social distance the tables and still make bank.
Outdoor bars need to enforce social distancing, or be closed by the health department.
