I don't see it as discrimination, just definition. Like most 'rules', the line has to be drawn somewhere.
The 'daughter' in this example is a full time Florida resident, claiming the TV home as her official, permanent residence.
The visiting SO is officially a resident of another state and is here visiting seasonally. Could have been a brother, daughter, friend etc....if they are not on the deed and not a permanent resident of that address, then no resident ID.
