I attended the AAC meetings where the removal of the deferral rate was discussed. A presentation was given with a breakdown of how many homes paid which amount for their amenity fee. It was mentioned that there are a small number of homes with the guarantee of a very low amenity fee for as long as the home stayed owned. If I recall correctly, these are all (?) in the historic district (or in early Spanish Springs homes). And this was an early sales tool used to get customers. So the staff could then project going forward with the CPI increases, knowing which homes had these sweetheart deals. The rest of us did not have any such language in their contracts.
