To be perfectly clear, neither District 9 nor any other residential/numbered District receives any Amenity Fee, and never has. The residential/numbered Districts do not own the amenities nor the contracts. these are all owned by either the VCCDD (north of CR466), SLCDD (between CR466 and SR44), or the developer (south of SR44 and The Lofts), and the respective owners of the amenities receive the monthly fees paid by the residents; from which they pay their operating costs and expenses for owned facilities, and in the case of the developer owned properties they also have to pay taxes on both the property and income.
The amenities provided at The Lofts are open to all residents of The Villages, just as all amenities in The Villages are open to residents of The Lofts.
This is no different than the arrangement for amenities in the areas south of SR44.
District 9 does receive a maintenance assessment for the 11 acres of property that the Lofts occupy in CDD9, no different that the maintenance assessment paid by any other resident of CDD9. These 11 acres of property being privately owned do not receive any maintenance services from the CDD, just the same as you or I receive no services specific to our properties from our respective CDD. The CDDs provide for the maintenance of the common/CDD owned areas within their boundaries from the annual Maintenace Assessments.
The question of whether The Lofts belongs a part of CDD9 instead of the commercial BWCDD is open to debate, I am a proponent of the latter but the CDD9 Supervisors have decided differently.
