$49 is for basic, "up to 100 mbps"
$69 is for high speed, "up to 940 mbps".
Before the outage, I was getting 700 to 740 mbps on my laptop, according to the Century Link speed test. Since then, I am at 35 to 40 mbps on the laptop. Tech came and said my laptop is not capable of operating 5g speeds like 700 to 740. Couldn't explain why I could get them two days ago. The ONLY thing that changed was Century Link's outage. Our TV, which we use a Roku on, is connected to the 5g network, so we are not getting any buffering. That is why I got the high speed, so I guess I'm okay with it. I don't think I need those kinds of speed on my laptops anyway.
Oh, and before I upgraded myself to the high speed, my TV buffered a lot at the "up to 100 mbps" that I had before.
