Meetings are held monthly and are open for anyone to attend. You'll see on this website links to the various districts. Newer districts are 6 and 7 (and maybe some 8 too). For each district, you can view monthly meeting agendas and minutes for current and prior months. For the two districts I checked, they had a link to a May 31, 2008 doc that was budget to actual statement. Reps are a mix of developer appointed and resident-elected. Over time, the board for a district becomes totally resident elected.
Just remeber the distinction between residential CDD responsibilities and Amenities. The numbered CDDs don't have any direct authority over the amenity facilities - pools, exec golf courses, rec centers, etc. These are managed by the commercial CDDs (SLCDD and VCCDD).
