OP, the advice you are getting may or my not apply to your computer. What version of Windows do you have? If you have Windows 7 or earlier, MS Outlook will not be an app, it will be a software program that you may have purchased. If so, you may need to use the original installation disc to reinstall it, or buy another copy of the program. Also, your emails and contacts may not be stored on the cloud, but on your hard drive. And, you may not be using the cloud based Outlook program. There are a lot of variables, so you may need to consult a computer expert. Another option is to switch to a different email service, like Gmail, which is free.
