If you have Windows 7 or earlier, MS Outlook will not be an app, it will be a software program that you may have purchased. If so, you may need to use the original installation disc to reinstall it, or buy another copy of the program. Also, your emails and contacts may not be stored on the cloud, but on your hard drive. And, you may not be using the cloud based Outlook program. There are a lot of variables, so you may need to consult a computer expert. Another option is to switch to a different email service, like Gmail, which is free.

His email client isn't the issue, it's how he retrieves his email. If he had gmail he would still retrieve it through Outlook. Many of us use Microsoft Office for our productivity tools. My calendar, contacts and email are backed up by my email provider so when I get new computers or restore an old one, reloading data files is easy.
