(CNN)An 8-year-old girl was among at least 53 people shot during a violent holiday weekend in Chicago, according to police officials.

Eight people died between Friday and Monday in shooting homicides, the Chicago Police Incident Notification website shows.
The girl was killed Monday evening after gunshots were fired into an SUV she was traveling in, Chicago Police Chief of Operations Brian McDermott said during a press conference Monday night.
"I am saddened and angered that another child has lost their life to gun violence in the city of Chicago," McDermott said.

An unknown vehicle pulled up beside her at a stop light and shot into the car as the light turned green, he explained.
The girl suffered a gunshot wound to the back, according to the incident notification.
Three other people were in the car with her, at least two of whom were shot, according to the incident notification.
Following the shooting, the victims' vehicle crashed into a tree. A woman believed to be the child's mother suffered injuries from the crash, according to McDermott.
Police believe the victims' car was intentionally targeted and police are searching for the gunman, he said.
Chicago Police Supt. David Brown is expected to address violence over the Labor Day holiday weekend on Tuesday morning.

I could be wrong on this, but I think that the reason we don’t see the outrage over civilians shooting civilians and civilians killing civilians that we see over the rare (but tragic) instances of police shooting unarmed civilians is that there is a hidden agenda beneath the protests and riots.

A huge percentage of young men in densely populated poor African-American communities get arrested for crimes and end up in prison, whether for a short time or a long time. This makes it much harder for these young men to succeed in the future, and it often destroys relationships, puts immense stress on women and children, and eats up what little money families have in bail, lawyer fees, restitution, and court costs.

I think the hidden agenda is finding a way to 1) pressure the police to stop searching young men and thus not catching them carrying drugs or weapons; 2) decriminalize as much drug use and sales as possible so the young men don’t get arrested and don’t go to jail; 3) make marijuana use completely legal, so fewer young men go to jail for having or selling it; 4) drastically change sentencing for crimes such as assault and larceny so fewer young men go to jail; 5) have social workers who can’t make arrests deal with family disputes, as these often lead to arrests. In short, the aim is for society to accept that criminality is part of the lives of these young men, but if we just don’t arrest them and convict them, they won’t really be criminals, even though they don’t change their lifestyles.

Thus, if we legalize marijuana, use will not decrease, and illegal selling probably won’t decrease, but fewer people will go to jail. If graffiti is legal, there will be even more of it, but people won’t be in jail for it. If cops don’t search people, they won’t catch people carrying illegal firearms. There will be even more guns carried, but fewer of those carrying will go to prison.

I think this is all insane, and probably you do, too, but I do think that’s why we don’t see more outrage.

In the spirit of Jonathan Swift’s famous satire “A Modest Proposal,” I offer this. Perhaps gang members should be allowed to register as such with the police. In exchange, they would be allowed to kill other registered gang members with impunity, but only them. Kill another registered gang member and you don’t even get arrested. Kill anyone else and pay the price. Society would benefit.
