Speed Queen didn't have great ratings, so I went with GE top-load. I set the water level one level higher than the amount of clothes. It took a while to figure it out. Usually I start the cycle and when fill stops I check the level to the clothes. If it needs more water I can adjust a level up and the machine restarts with additional filling. Also, you have to set for rinse level for full rinse (mine says to use when using fabric softener which I don't use). Repairman said otherwise you get only a spray rinse, not a full rinse. Be sure to use less detergent--if you have a lot of suds you have too much soap.
