"proposed replacement plan?" Could you please provide some type of proof, that any replacement plan even exists? So far, as everyone knows, no one has been able to provide a single detail on any proposed bill, law or regulations to replace the ACA. For those who may not know, an Executive Order regarding pre-existing conditions is absolutely worthless, from a legal standpoint.
