Anyone moving from California to a neighboring State needs to go through a mandatory class on the causes of high taxes and Government control before they are allowed to move to the new State. Sadly, many are moving from Cali to places like Arizona, Texas, etc. to escape the insanity, but, like Covid, they bring the causal disease with them.
