Hmmm... Let's examine this:

1. In Rep. Pelosi's district there's the Presidio complex, and even Alcatraz - could house a few there.

2. In Rep. Frank's district, there's a couple of left-leaning universities where a few could be put to work as adjunct professors.

3. In Illinois, I'm sure the former junior senator knows a couple of locations, especially in the Northern part of the state, which would be appropriate for some more.

All kidding aside, there is no good solution to this. Once they arrive in the US - if they indeed come here - the legal circus begins. If they are declared as "prisoners of war" they can be held until the war ends. If they don't get POW status, the legal challenges to their custody will be almost instantaneous.
