The Kent State shootings are exactly what comes to mind when I hear about the National Guard being called in to defend the government from its citizens (which is what they're proposing now).
The National Guard should always be ready to defend their citizens against rioting or other aggressive forms of civil unrest. Announcing the future deployment in advance is a threat, it's not a simple announcement of fact. It is a threat made by the government, against its citizenry.
