this is a complicated one; from the video, the perp looks very distressed, like in a manic state of some kind. maybe he's off his meds or cant get them for whatever reason. he's staring blankly @ the cops, but wont drop the knife or obey orders. since police are not trained in psychiatric care, they do what they have to. (poster before me suggests rubber bullets in this case.) the guy moves forward & is shot & killed. i feel bad anytime somebody's killed, but without knowing the true intentions of this poor man, it will continue to happen. cops can't read minds & be social workers. maybe this idea of rubber bullets& the like can be used in cases like this.
someone is making these policies, & they need to address these types of situations. it's why briana taylor's cases was bunguled. what exactly is a 'no-knock' warrant? isn't a warrant delivered in person, so the constable can put the document in your hand, therefore confirming delivery? help me figure this out
