Perhaps in some States it is a common practice.  I've never had a vet take away a pet to draw blood. And my previous Vets took blood from my two dogs regularly for heartworm testing. They liked to have owners hold and comfort their pets to keep them calm.
Of course for surgical procedures and anesthetic, obviously pets have to be removed.
