The conditions in the photo are inexcusable. I wouldn't treat my property or my neighbor's that way so why would I treat the mail station that way? I wonder why tossing books and papers on my driveway isn't considered littering. Can I take my unwanted books and papers and simply toss them on someone else's property? Sure, they didn't ask for my trash but I didn't ask for the phone book either. Maybe the trash guys will pick up the book if I don't?
