I prefer paper towels, but I agree.
I would also say the same for any bathroom with a shower. You CAN survive without paper. I did a work trip to China in 2003, and only the hotels had western toilets. Everywhere else had the hose, the bucket, the rag and the squat toilet hole.
I still don't quite understand it even though I've been to a number of third world countries since then.
The only thing that comes to mind is that you take the hose with the spray nozzle, whilst squatting and fire it backwards through the, uhm, problem spot. This would splatter the back wall of the stall with debris(watch out for backsplash). When finished you hose down the wall, and dry with the towel. The bucket is there for short people to stand on.
