HUH? That is EXACTLY what I put in the post you just quoted so not sure of your point however you stated:

It IS a special deal for STONCREST since "provided that the governmental entity having original jurisdiction over such street or highway shall review and approve the location of the crossing and require implementation of any traffic controls needed for safety purposes." \
