Assuming you have the batteries to hand, it takes a few minutes to do the whole house and is hardly a life-threatening exercise for many in The Villages.

I agree. This is not a job for the Fire Department, or any Government entity, funded by taxpayers. If you can't do it yourself, hire someone to do it. It's not really a fire safety issue, because when the batteries start beeping, the homeowner is going to find some way to replace them. I would suggest using lithium batteries that will last about 10 years, which is the recommended life span for the smoke detector itself.
