That would be a no-no to paint on the wall of the villa next door. Plus when the homeowner repaints their home, the mural is going away. Are you sure it wasn't the back wall of the yard? Those murals have been featured in the Lifestyle and Gardening sections of the Daily Sun. Until TV started using course textured blocks to build the back walls, they used regular concrete blocks and smooth coated the veneer making it possible to paint. That stopped about 2010 when they switched to the rough blocks saving them one step and making repainting unnecessary.
In my back yard, we've got the course textured wall, so I just let the little 18" berry shrubs along the back wall grow. They did grow, in ten years they've go above the wall if I don't trim them every 2 or 3 months.
