I would suggest you reread the deed restriction where it refers to a one foot distance. In my deed restriction document, the only reference to a one foot distance is regarding constructing something near the property line, which is about 5 feet from the neighbor's house. In the easement area, where you have plants, you just need to keep the plants from touching the neighbor's house, but not a foot away. I had to read this section about five times before it made sense as to what the one foot distance really means. It refers to the property line, not the house wall.
