Far as your circuit breaker you need to shut it off and then on to reset it.
It is interesting that a circuit breaker that says 20 amps will trip at 18 amps.

The charge. I've also made that mistake. We should ask what it will cost. Many of these places charge you xxxx per hour and the time starts when they leave the place of business or even the job they are on when you call.

The person who came to your home is likely an employee and does not have the power to negotiate. I would suggest you look up the name of the owner and ask to speak to him or her. Be polite and perhaps they will reduce the bill. Realize they have to pay the electrician, possible a licensed electrician, the cost of running a truck, insurance etc.
