The Approval for Water Lilly bridge over the turnpike took the longest to complete. Bridge couldn’t be moved even though it was sitting in place waiting. But you are correct it isn’t fair. If developer thought like you they wouldn’t have open up Chitty Chatty, and Brownwood first, just because they were approved first, moved over the road and the work could start..
