If majority overrides the rules, then you need to either change the rules, or accept that you failed in enforcing them.
I know most people would love to not have to stop at every single stop sign, come to a complete and full stop. But most people also will obey the rules, most of the time, because they know there are consequences if they are caught disobeying them.
Enforcement doesn't mean someone has to watch you 24/7. It just means you acknowledge that IF a fuss is made, YOU will be the one with the consequences.
That's is why the person in the pool needed to just let it go, and accept a lower volume on someone ELSE's radio. Because if the guy in the pool is making a fuss and insulting a person who also pays amenity fees, and chooses to abide by the rules, then it's the guy in the pool who needs to be shown the gate out of the pool area.
Even if she is a minority of one. The rules were made to ensure a peaceful enjoyable visit to anyone authorized to be there. It's also why splashing and play-fights are also not allowed. It's also why people under 30 are not allowed in the adult pools.
