Confusion and lack of planning done by the local professional (they got paid and screwed up) leaders twisted up citizens' lives, who paid with their time and received NOTHING. I saw it coming from many miles away. All the computers and technology could NOT prevent stupidity from reigning supreme. All part of our national nightmare!
