Some interesting ideas. I doubt all the bird cages are built the same.

Of some help-I hope. There is or used to be a product sold in Hobby stores called liquid mask. You could paint it around a screw then use normal masking tape or paper to prevent over spray. You would tear off the paper and or tape and the liquid mask would easily peel off as a sheet.

Hardware? Screws can be made of steel which will rust, stainless steel which will not,
other metals brass, bronze have been used but are too expensive to use on a bird cage.
Aluminum is commonly used. It is soft, not particularly strong and over time it does oxidize and get stuck. It is possible to drill out stuck screws and there are special drill bits designed to do this neatly and quickly, if you have a lot of them to do.
