The buyer is the Federal Government so I assume they have some idea. They then determine the distribution to what State. The State then determines how much to what County. Both the Feds and the States can reallocate as they see fit, then the County can reallocate to the inoculation sites. This is totally a government program on many levels. Private sector is more straightforward.....back in the day I did what you did for a manufacturing company. Wasn't much fun so I moved to sales
