Which may be the biggest reason it is ignored. Rules/laws/orders ought to make sense or else they will be ignored. Requiring masks in Federal buildings (or any public indoor space) makes a lot of sense. Requiring a mask to fly a kite in the middle of the National Mall or on a hike into the Grand Canyon tells me there was little thought behind the order.

Why do people insist on making claims without looking them up first, do they really think no one will check? Proof by emphatic assertion rarely works.
Confirmation bias is real; I can find any number of articles that say so.
