The fact property is "leased" doesn't make it government or non-government property. I would guess that the majority of
local post office BUILDING is on a "leased" property from a non-governmental landlord but the operation itself is definitely "governmental" so the mandate would apply. As for The Villages postal centers, that might require a constitutional amendment.
