Reading just these spreadsheets it gets confusing. And, since there was some confusion about whether the Federal Govt was stockpiling second doses or relying on the supply chain and since the supply seemed to be a moving target I could understand the State's reluctance to use all the vaccine it had and not hold back the second doses that it knows it will need.

It sounds like today FL is attributing the 53% utilization to holding back the second doses. This would seem to be a reasonable explanation except a Tampa Bay Times article says that until now Desantis had " derided the idea of keeping vaccines in cold storage to ensure there would be enough second doses to go around, even threatening hospitals who didn’t put the shots in arms fast enough." So which is it, has the FL Administration been threatening hospitals that put vaccines into reserve or have they encouraged hospitals to put vaccines into reserve?

As far as not being sure of the supply chain, I read an article or heard an interview yesterday where another State Governor was saying that if the Federal Govt. wanted States to use all the vaccine that had been delivered then the Fed Govt could order the States to do that. This Governor believed the Fed Govt wanted States to hold back some of the vaccine for second doses. That isn't what the CDC page indicates but there seems to be some confusion among several States.

So there seems to be a lot of confusion. The Fed Govt says it is not stockpiling second doses but that it is allocating the doses it receives in order to ensure second dose are available. At the same time, the Fed Govt says it doesn't control the supply and is at the mercy of the providers who haven't produced according to the original expectation.

The States believed the Fed Govt was stockpiling but learned they are not. The States seem to be confused as to how much vaccine they can order and whether they should build the reserves for the second shots.

Newspaper reports in Florida indicate that up until this week the State Govt was threatening facilities who were reserving second doses and not putting all available doses into arms. Then this week we heard the State had a change of heart and is now holding back enough vaccine to meet the demands for second doses.

There seems to be a lot of confusion and distrust. I hope it all gets cleared up soon.
