People who live in trailer parks are at much higher risk from injury and death due to strong winds. People who live in low lying coastal areas are at much greater risk of severe and life threatening flooding. That is why emergency storm shelters in schools, churches and even stadiums are open for those that need them. We don't expect those who live in hurricane code houses a good distance away from the water to go to the shelters. In fact, that would do nothing but overcrowd our shelters and make things miserable for all involved.
What is prudent in one situation would be ridiculous in another.
