Why should thin lies in the fairways be expected in the winter. I worked at several Florida golf course back in the 80s and 90s and they always had excellent conditions in winter. They would over seed the fairways and greens with annual rye grass.
The golfers in The Villages have just come to accept poor conditions.

Overseeding costs money. Rates go up in the high season, and snowbirds are desperate to play golf. Time to make the big profits for the year. I've played a few off-campus courses lately with far better conditions.
