Early on it was a hypothesis that the primary vector of infection would be surface contamination and not airborne transmission. When research found airborne transmission was the primary route of infection, public health recommendations were updated to reflect research findings and research continued along the lines that looked promising.
Science is a process of learning through the testing of hypothesis, it is not a crystal ball providing instant and infallible answers. Doctor Fauci is trying to provide the best current public health guidelines based on ongoing and evolving research of a new and novel virus that we have only been researching for months. He has decades of proven expertise in this, but good science takes time and is going to lead to needed changes in public health recommendations as the understanding of COVID19 grows and the virus mutates.

This is something anyone who's ever taken a science course in public school would know. You can't even blame it on "getting too old to remember this stuff" because Dr. Fauci is 80 and he has no problem remembering.
