It's my understanding that the current DOCSIS protocol provides the means for speed control of the employing device (Active Queue Management).

Meant to facilitate speed boost, it also allows Throttling if used as such.
Your DOCSIC 3.x device is thereby controllable.


The intent of DOCSIS is to allow network operators (ISP providers) to Manage (regulate) data flow.
