While it is DEFINITELY NOT LEGAL I rarely (yes, of course there are some) see a golf cart traveling at under 20mph where I travel unless they are in the process of STOPPING or going up a steep hill. I'd bet 1/2 dozen donuts that probably 80% of the PRIVATELY OWNED not rented carts around here can do more than 20. Even if they are set to MAX of 22 it's just as illegal as if it was set to go 28. My "cart" has a real speedometer so it is easy to fairly accurately be able to tell speed. While there probably aren't more than a few tickets issued for non-reg vehicles (ie. golf carts CAPABLE of EXCEEDING 20mph) every year they are quite expensive.
