Ah yes you can certainly drive golf carts, I assumed you meant "couldn't drive at all" meaning - no longer capable, limited vision, reflexes, or mobility. If you "can't" drive a car, you probably "shouldn't" drive a golf cart either. Especially since golf carts are MUCH more dangerous than cars are.
