I play all over the Villages and haven’t seen that. Sounds like a local rule and an “organizer’s” opinion of how it should be done.
Couple of suggestions: the 6-10 people being forced to wait outside the fence could just go inside as a group and present your argument or the fact that there is no such rule and it’s not done that way anywhere else...or just go to a different location if it’s not inconvenient. Courts are everywhere.
