I don't know about the Rec dept. but personally, I think that playing sports outside is radically different than watching entertainment at the squares. Given that only about 60% of TV Landers are fully vaccinated, when you play sports your respiration is high, so droplets are flying far distances - and you bang into each other. Most people at the squares are sitting and relaxing. That is MY reasoning. The Rec Dept may have some other ideas?
