If the CDC had MANDATED no travel by air, the airlines would have had to shut down completely. That never did happen, as far as I'm aware. Flights were cut back and passenger capacity was limited but the airlines continued to operate. So, instead of using the word "mandate", the CDC "recommended" people to not fly. But, they still did fly so that means there was no mandate to restrict all air travel.

The CDC doesn't have the "legal power" to mandate anything. But they damn sure have the power to influence policy... Hence the "limited passenger capacity" and the "cut back in flights"...
