He had his car on cruise control and his foot was wedged under the gas pedal. When he realized he needed to put his foot on the brake, he panicked and was unable to unwedge his foot, and the cruise control just kept him moving at a steady pace (which is why no skid marks). It would also explain why he broke his lower leg.

I already explained the mechanism of injury. It is quite common in a front end collision...
You get a Lis-Franc dislocation, and a lower leg fracture from stomping on the brake and the sudden stop...
