The only plausible explanation I know is that some of the older areas only see amenity inrease every 3 yrs, so, they get hit with 3 yrs of cpi calcs at once and it is cumulative.


Also, those of us with annual increases see it for the month in which we puchased. So, cpi increase in aug 08 was diff than oct 08...the wild increase in oil back then probably had the numbers all over the place. My aug08 increase was about 5%.
