Not exactly. The Airtag uses bluetooth to announce it's location to any near by apple device that has bluetooth. If any other device is within bluetooth range, then you can be on the other side of the world and see on your Find My app where the tag is. Every Apple device participates in the "Find My" network, "secretly", and the owner the device that forwarded the location has NO IDEA and NO way to know that it happened.

There are 1.65 billion Apple devices arounds the world. It is possible your Airbag will not be near one, but unlikely around here. Also, there is a 'last location" feature when says where it was the last time it was within range of a device.
