I see what you are saying, but some folks do not see the need to go through the flu-like symptoms that some get from the vaccination, if they MUST protect themselves as they did for the last year and a half before they received the shots.

I see your point and I have "heard" this same mantra on the cruise forums that I read as well. I certainly want to see the vaccinated population given the ability to traverse life normally. Don't we all? Those hesitant do need an incentive, but shouldn't the chance of severe illness or dying from Covid being extremely low be considered an incentive? I think it should but I guess there is still many people who do not.
