I would love to believe this as I have suspected all along that the number of false positives was quite high. If it were true though, we would expect the positivity rate to come down considerably. According to Home | Florida Department of Health COVID-19 Outbreak, it has not. It is pretty stable and still hovering around 6-7%, where it's been since last fall.

If the charges are true that DeSantis is cooking the numbers, this would have been a perfect opportunity for him to lower the rate of positivity and instead the percent is staying basically flat.
