Once again, I refer to the wonderful condition at Amberwood, Yankee Clipper and Palmetto for example. Even with the villages profit motive, I think it's more of the maintenance crew's dedication to their job than the budget. Havana and Palmer crews are, based on many of your response, responsible for bad greens on Pimlico/Churchill/Belmont and Truman/Roosevelt IMO
