I spend 40 years in Foodservice Distribution to restaurants, healthcare, Colleges, etc. I began selling fresh "boxed", cryovac beef about 1980 and sold hundreds of thousands of pounds in that time period.
Ask if the beef was grass fed or corn/grass fed. Corn fed will have more marbeling(fat), which gives it flavor and tenderness. I do everything possible not to eat grass fed beef.
I've never seen beef out of Mexico. Could exist, but not the usual source. Most beef sold is not prime. A quality choice product is more affordable and eats great. But prime, corn fed is fantastic. Angus means little to me -- just a black cow. "Certified" angus has tight specs and is also fantastic - you may find that in this area. "Certified angus" is the key. Ask to see a label.
Costco beef is quality - we buy it and freeze it.
Just spoke to owner/friend of a steakhouse chain in Illinois and beef prices are through the roof - so don't complain to the seller. If you buy cheap, that's what you'll get.
