So you'd want to ensure that the gas-guzzling pickups and SUVs get plenty of gas, but the people who have compact cars that actually use less gas per mile, just run out (since many of them only have 10 gallon tanks). And that also means no lawnmowers, no tractor-mowers, no golf carts, no gas trimmers, no 2-5-gallon plastic gas containers unless you risk an explosion in your garage by storing 3-5 of them.
I'm thinking more of a 10-gallon MAXIMUM purchase for anyone coming in with a passenger vehicle, golf cart, pickup, with or without a plastic gas container.
Commercial vehicles and RVs can have a 20-gallon maximum.
The object is to use LESS gas, not hoard more.
