I don't think that was the point the OP was trying to make. He wasn't commenting on the pace of play nor was he planning on hitting before the group ahead left the green. He was put off by the fact that the group ahead had left the green and was "lollygagging" on the cart path next to green, creating an unsafe situation, despite multiple warnings. At least that is his side of the story.
I really can't speak to what happens on exec courses since I never play them, but standard etiquette is to move off in a timely fashion after you finish the hole. That means don't sit there and record scores, talk on your cell phone, read "War and Peace", or my favorite----screw around in your bag for 3-4 minutes. Do all that at the next tee.
