The government mandates lots of things. You have to have a driver's license to drive, you have to pay your taxes, you need a couple of coins to ride the bus etc. The government also mandates that gas mower stops when you release the handle, that's a safety issue. The government mandated no more incandescent bulbs, so yes there were mandates and some of them are very good ones. By the way it's illegal to curse out loud in a government national Park.

None of that is necessarily a positive look at the government.
